Supreme Court authorizes extradition of Dominican sentenced to 114 years in Puerto Rico

The judges of the second room of the Supreme Court Justice (SCJ) authorized extradition to the United States of the Dominican Francisco Alberto Cedeño Amparo (mine), condemned to 114 years in prison by homicide and attempt at murder in Puerto Ricowho had escaped when he was transferred to the Court of First Instance of the island.

The Court, chaired by Judge Francisco Jerez and composed of Judges Fran Soto and María Garabito Ramírez, adopted the decision after hosting the request made by the United States government, establishing that it was initiated in accordance with the national regulations and the international legal instruments that link that nation and the Dominican Republic.

Cedeño Amparo was sentenced in Puerto Rico for the murder of a man with a white weapon and for the attempt to murder against a woman, made on December 12, 2008 in San Juan, Puerto Rico. Currently, it is held in the Najayo Correction and Rehabilitation Centerin San Cristóbal, and will remain there until the Executive Power issues the decree that authorizes its delivery to the Puerto Rican authorities.

During the process, the Public Ministry was represented by Osvaldo Bonilla, head of the Directorate of Extraditions, together with the fiscal attorney Elvira Rodríguez. Likewise, the state lawyer, Analdis Alcántara, expressed support for the request for extradition of Cedeño Amparo.

The US authorities claim their extradition to respond for charges related to the violent incident of 2008, where he is accused of murder and attempts to homicide.

Since October 19, 2016, the authorities of Puerto Rico maintained a search alert against him, qualifying him as a highly dangerous and armed individual, after starring in a second escape from justice.

The first formal extradition request was submitted on May 13, 2013, when the accused voluntarily agreed to respond for the positions before a Puerto Rican court.

However, in 2014, after imposing a bail of 1.5 million dollars, he managed to escape from the 705 prison of the Bayamón Correctional Complex and fled to the Dominican Republic.
