This Wednesday, December 14 via Twitter, the Súmate civil association said that it expects the National Electoral Council (CNE) to publish the recall schedules for the positions of deputies of the National Assembly 2020, governors, state legislators, mayors and councilors, who will comply half of its constitutional and legal period between July and November of next year 2023, in a timely manner and do not repeat the omission of publication as it did in January of this year with the presidential recall
The civil association Súmate demanded that the board of the National Electoral Council (CNE) fulfill its duty to approve and publish the schedule for the recall referendums of the deputies of the National Assembly 2020, governors, state legislators, mayors and councilors, who will comply half of its constitutional and legal period between July and November of next year 2023.
On the night of this December 14, through Twitter, Súmate reminded the electoral entity that it has 15 days to disclose the schedule. He pointed out that article 2 of the Rules to Regulate Recall Referendums, approved by the CNE board of directors in Resolution No. 070327-341, establishes that the entity “will approve, in the last quarter of each year, the schedule for holding referendums revocations of revocable officials in the following year”.

This provision is also endorsed by article 31 of the Rules to Regulate the Promotion and Request of Referendums, approved by the rectors of the Electoral Power in Resolution No. 070906-2770.
Súmate indicated that these two sub-legal norms mentioned in regulating the revocation of popular election mandates are in force, approved by the CNE board in the absence of a Referendum Law.
Súmate hopes that the omission of the publication will not be repeated within the corresponding period; Nor is the publication of conditions for recall referendum requests that make it impossible to exercise this constitutional right enshrined in Article 72, as it did in January of this year with the presidential recall.
