During an Ordinary Session of the Provincial Committee for Citizen Security (COPROSEC), chaired by the mayor of Sullana, Marlem Mogollón, they agreed to request support from the congressmen of the Republic to allocate a budget to the flagrancy units of the Sullana province.
The main objective of this session was to seek the inclusion of economic resources in the General Law of the National Budget System, which is being debated and approved by Congress in October. This agreement arose from the refusal of the Attorney General’s Office to open new positions for prosecutors in the flagrancy units of Sullana.

The president of the Board of Superior Prosecutors of the Sullana Fiscal District, Gladys Péndola Arviza, said that the decision of the Public Ministry not to increase the number of positions for prosecutors is due to the fact that Sullana only occupies the 32nd position in terms of procedural workload at the national level.
Meanwhile, Mayor Marlem Mogollón Meca, after receiving unanimous support from COPROSEC members, emphasized the importance of securing the necessary resources for the flagrancy units in the 2025 budget. “Although the Attorney General’s Office rejected our initial request, we will continue to strive to have funds allocated in the Budget Law. We do not want to lose the flagrancy units that have cost us so much to obtain,” said Mogollón.
Meanwhile, the president of the Superior Court of Justice of Sullana, Dr. Pedro Linaza Bobadilla, also expressed his concern about the lack of logistical and human resources, which has led to the reversal of two of the four units initially assigned to the province of Sullana. Linaza highlighted the need for coordinated and effective work between the National Police, the Prosecutor’s Office, the Judiciary and the Public Defender’s Office to resolve cases within 72 hours. He regretted that Sullana is still 90% complete with the installation of one of the two flagrancy units.
