The head of the National Superintendence of University Higher Education (Sunedu), Manuel Castillo Venegas, did not appear or justified his absence before the Commission of Education, Youth and Sports of the Congress of the Republic. The citation sought to obtain information about the situation of the authorities of the regulatory entity.
The citation was carried out in the context of University Law No. 30220 and Law No. 31520, which governs the institutionality of universities. The commission had summoned the official to address the change of authorities and the succession of the members of the Board of Directors of the SUENEDU.
According to the president of the Commission, the Congressman Seginal Montalvo, the previous Board of Directors, whose period 2022-2025 expired on August 19, 2025, would have exceeded 30 days without an apparent change of management, a situation that, according to the commission itself, “could lead to the commission of the alleged crime of usurpation of functions.”
The absence of Manuel Castillo Venegas generated indignation in the commission. Congressman Montalvo said that the official “has not been present, nor has it arrived, nor has he communicated through a trade for his absence.”
Qualifying the fact as a “lack of respect for the Education Commission,” the working group announced that it will proceed to the citation for the second and third time. In addition, they warned that, if the absence persists, a trade will be sent to the President of the Congress to request his appearance before the Plenary.
