Talking about a bonus against the economic war, for many, is synonymous with a very small amount of money, which takes a long time to arrive and lasts little in their pockets. Depending on the group of beneficiaries to which it belongs, that is, public workers, retirees and pensioners of the Venezuelan Institute of Social Security (IVSS), the subsidy varies in amount, date of payment and level of utility that those who receive it can give it.
But what about those who are not part of the groups that receive the subsidy? What to expect when there are people who do not receive the benefit even though they are part of a public payroll?
Most of those excluded from the economic warfare bond are people who also work; young people, in productive ages, temporary workers who do not have a job and even less with a fixed income.
Others are informal, independent workers, and even civil servants and elderly people registered or not in the IVSS pension system or on the list of those who receive the “Amor Mayor” bonus.
Many consider that they should receive the war bond, since they are also workers and part of the national economy, although without any type of social protection in the present or in the future.
Furthermore, after being made official by the ruler Nicolás Maduro on Labor Day and publishing the decree in the Extraordinary Official Gazette No. 6,746 dated May 1, 2023.
However, the testimonies of beneficiaries of this economic contribution to whom, for various reasons, the money does not reach, expose the random nature of allocation that the Patria System has and with which leaves out many needy people who lack extra incomeeven if it is insufficient, given the high inflation and constant devaluation that the country is experiencing.
Ada Cristina, an 80-year-old housewife with a card from the Patria System, is a former beneficiary of various subsidies in another era. She assures that before (2020) the transfers she received were more consecutive, although they were just as insufficient to cover her minimum expenses.

For those who are not part of the country’s public payrolls, consolation comes in the form of other subsidies, of less than $3, depending on the rate of the day.

“The school voucher is enough for me to complete my daughter’s snack and the tickets for him to go to his school, but nothing more and it’s once a month. For everything, I get about Bs 200 the same day and that’s how it helps me to buy flour (for the arepas), cheese and tickets”, says Dayana.
He also receives the bonus for Mother’s Day, “which we are still waiting for and the one for Labor Day, which this year was 100 bolivars ($3.86).”
Until they turn 55, which is when they will be eligible to receive the En Amor Mayor bonus, those excluded from the war bond do not have any type of social protection for the future, even if they are of the necessary age, in some cases.
For her part, Maritza Gutiérrez, an informal trader, said that she normally collects two bonuses: Hogares de la Patria of $5.76 and one for disability (José Gregorio Hernández bonus) of $4.32.
“That makes a total of 10 dollars that I use to pay for public transport tickets,” the informal trader.
