The subcommission of constitutional accusations of the Congress decided to declare the complaint filed against the former president of the National Election Jury (JNE) and Supreme Judge Jorge Luis Salas Arenas.
The accusation, promoted by legislator Rosselli Amuruz (Avanza País), attributed to the magistrate the alleged commission of the crime of aggravated collusion in relation to the hiring of the political scientist Fernando Tuesta Soldevilla, which, in addition, was pointed out that it did not meet the experience requirement.
The final report, supported by delegated congresswoman Nelcy Heidinger (APP), concluded, however, there were not enough evidence that linked to Salas Arenas with some irregularity.
The document details that the contracting process of the former president of the ONPE was carried out under an exceptional regime that allowed the JNE to make direct contracts, and that it was executed by the competent administrative area, without any participation of the then president of the electoral body.
“It has not been determined that the magistrate has had any functional intervention in administrative decisions,” reads the conclusions of the report.
On this decision of the subcommission, which is filled with the case, Tuesta Soldevilla said that it was possible to demonstrate that, in electoral years, such as 2021 and 2022, the electoral agencies hire people for various services without public tender, “a process that I would have submitted without inconvenience, since it is impracticable to make elections.”
“Even more overwhelming, it was proven that it was not only fulfilled with the experience requirement, but my 45 years of professional life have been dedicated to the electoral specialty. For two and a half years, I have faced a campaign of lies and defamation that affected my personal and professional image and reputation. Although I was not the direct accused, it was involved, causing significant damage,” said the specialist.
