Student centers from the USB, UCV, UMA, Unimet, ULA and UCAB explained that Maduro’s swearing-in was invalid, because to date the minutes of totalization, adjudication and proclamation” and the complementary totalization sheets of the July 28 elections were not published in the Electoral Gazette within 30 days following the proclamation of the elected candidates
Student representatives and student movements from the Andrés Bello Catholic University (UCAB), Simón Bolívar University (USB), Central University of Venezuela (UCV), Monteávila University (UMA), Universidad de los Andes (ULA) and Metropolitan University (Unimet) reported that they rejected and were unaware of “the illegitimate swearing-in perpetrated by the government of Nicolás Maduro” on January 10. “Without totalization there can be no swearing-in,” the text begins.
“In support of what was expressed by the Faculty of Legal and Political Sciences of the UCV, we reaffirm that in accordance with articles 144 of the Electoral Processes Law and 373 of its General Regulations, the act of totalization includes the summation of the results contained in all the tally reports of the polling stations, an act that to date has not been carried out by the National Electoral Council. The minutes presented by the regime lack foundation and do not represent the will of the Venezuelan people,” the student centers point out.

In addition to the above, the institutions explained that article 155 of the Electoral Processes Law and 395 of its General Regulations justify the publication of the “Final Totalization Bulletin”, the “Act of Totalization, Adjudication and Proclamation” and the “Sheets Complementaries of Totalization”, in tabulated form, in the Electoral Gazette of the Bolivarian Republic of Venezuela, within 30 days following the proclamation of the elected candidates, publication that It did not take place before the swearing-in, so it is illegitimate.
Article 231 of the Magna Carta establishes that “the elected candidate will take possession of the position of President on January 10 of the first year of his or her constitutional period, by oath of the National Assembly” and, in the absence of the act of totalization by the of the electoral body, the swearing-in is contrary to the Constitution and current electoral laws, the statement notes.
On the other hand, they expressed that as Venezuelan students they defend and represent the will of the people, which was manifested on July 28 and elected Edmundo González Urrutia as their representative according to the minutes that were collected and exhibited, copies of which are found in the Central Bank of the Republic of Panama. “The will of the people did not choose Nicolás Maduro as president, therefore, his swearing-in lacks legitimacy of origin”.
The university centers requested that the persecution of Venezuelan students and young people cease, and they demanded the release of the members of the universities who were arbitrarily detained.
“In this new stage of struggle we continue alongside the Venezuelans, in defense of the restitution of the constitutional order and democracy, in accordance with the legitimate exercise of peaceful protest and by virtue of article 138 of the Constitution which establishes that “all authority usurped is ineffective and its acts are null. We have the duty to raise our voice until we achieve this goal,” they conclude.
