STF minister revokes blockade after Telegram fulfills determinations

STF gives Telegram 24 hours to comply with determinations and avoid blocking

The Minister of the Federal Supreme Court (STF) Alexandre de Moraes revoked this Sunday (20) the order to block the Telegram app, after complying with pending Court rulings.STF minister revokes blockade after Telegram fulfills determinations

Yesterday (19), he had given 24 hour deadline to comply with a list of determinations that included the appointment of an official representative of the application in Brazil; sending information on measures to combat disinformation; and full compliance with decisions that determined content removal or channel blocking.

According to this Sunday’s decision, Telegram appointed Alan Campos Elias Thomaz as legal representative in Brazil. The app reported that he has direct access to the platform’s top management, “which will ensure our ability to respond to urgent requests from the Court and other relevant bodies in Brazil in a timely manner.”

As measures to combat disinformation in Brazil, Telegram cited the monitoring of the 100 most popular channels in the country and the monitoring of the Brazilian media. The app highlighted that it will establish working relationships with verification agencies and restrict public postings to users banned for spreading disinformation, as well as update terms of service and promote verified information.

In a statement, the founder of Telegram, Pavel Durov, apologized again to the Brazilian Court. “We ask the Court to allow Telegram to continue its operations in Brazil, giving us the chance to demonstrate that we have significantly improved our procedures.”

For Alexandre de Moraes, the application enforced all decisions. “In view of the foregoing, considering the full compliance with the decisions rendered on 3/17/2022 and 3/19/2022, I revoke the decision to completely and fully suspend the operation of Telegram in Brazil”. The minister also determined that the National Telecommunications Agency (Anatel) and the other companies involved suspend the actions of blocking the application.
