States and DF should standardize vegetation suppression authorization

All states and the Federal District (DF) will have to adjust the information of the Vegetation Suppression Authorization Service (ASV), also called the Alternative Use of Soil, to the national standard adopted by the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA). The service serves the companies and farmers who want to submit projects, with the need to remove native vegetation in private property.States and DF should standardize vegetation suppression authorization

According to the General Coordinator of Management and Monitoring of Ibama Flora, Allan Valezi Jordani, the objective of the change is to standardize the data provided by the Federation Units and also give greater transparency to the processes of land use in Brazil. “The idea is to have minimum parameters and criteria, such as the analysis of the [Cadastro Ambiental Rural]which was one of the steps added as a conditioning to the issuance of the authorization, ”he explains.

The change was the result of the approval of a resolution of the National Environment Council (CONAMA)which brings together representatives of civil society, such as entrepreneurs, workers and environmental organizations, as well as the three instances of federal, state and municipal governments.

After the publication of the decision in the Federal Official Gazette, which has not yet occurred, the federation units will have 180 days to promote the necessary changes. “We will need an exercise in state regulations, but this is inherent to live in a federation, where each state has its regulation,” said Ibama President Rodrigo Agostinho during the resolution vote.

Currently, states receive ASV requests, analyze the regularity and launch this information in the National System of Control of the Origin of Forest Products (Sinaflor) to issue the document. According to Jordani, the procedure will remain the same, but the information delivered will not be able to follow different standards of the system managed by Ibama.

“We have a lot of integration problem, because not all states of the Federation use Sinafor. Some states use their own systems. Now, these systems need to be integrated with Sinafor, so that all information is constant in the federal system,” he explains.

Without integration, the data is absent in Sinaflor, and this absence does not allow the public power to see if the properties comply with the requirements of native vegetation preservation existing in the Forest Code, such as the legal reserve established by biome and the conservation of environmental protection areas.

“The idea, in the end, is that we have a transparent system that can have information to subsidize the public policy of forest management, both by civil society and by the public administration itself,” concludes Jordani.

The Minister of Environment and Climate Change, Marina Silva, celebrated the democratic construction of resolutionOE pointed out, by note: “In a non -democratic environment, we would lose all this ability to contribute such contributions to public management and to the strengthening of the National Environment System.”
