The state incentive program for job creation has already reached 700,427 new jobs, as announced the Pension and Parafiscal Management Unit (Ugpp). This strategy was born during the administration of Iván Duque as a measure to promote hiring after the impact of the pandemic, and the government of Gustavo Petro decided to maintain it and continue it until August 2023.

The balance at the end of September, according to the entity’s figures, is 523,195 young people between the ages of 18 and 28 who have been hired through the program; 95,085 women over 28 years of age and 82,147 men over 28 years of age. These subsidies correspond, respectively, to 25%, 15% and 10% of a minimum wage.
To cover payroll since the program was born, the State has assigned $512,060 million and has approved the subsidies to 25,475 employersof which 22,799 are companies and 2,676 individuals.
Of the 700,427 new jobs that have been created with the job creation incentive since July 2021, 135,080 entered the program for the first time during the Petro government. That is, 19.2% of the total. Of these, 97,435 correspond to youth jobs, 19,291 to women and 18,354 to men over 28 years of age.
The Ugpp opened a new application cycle until November 24, so that employers who increased their staff compared to what they had in March 2021, and already received the subsidy before, can apply for the October 2022 payroll.
According to government figures, the majority of beneficiary employers are located in Bogotá (8,425), Antioquia (5,305), Valle del Cauca (2,305), Santander (1,247) and Cundinamarca (1,222).
In addition, according to the size of the employer, micro-enterprises are the ones that have most benefited from this subsidy, with 12,648 companies, that is, they are 49.6% of all employers. However, they are the group that has created the fewest jobs (67,075), and therefore, the one that has received the least resources, with $40,937 million.
In contrast, companies with more than 500 workers are the ones that have received most of the assigned subsidies, thanks to the creation of 338,747 new jobs in the last year and a half. In this way, 731 companies received a total of $338,747 million in subsidies, 48.3% of the resources provided by the state.
Regarding the sectors, commerce has been the most benefited, with 5,790 employers covered by the program.
