The administration of Nicolas Maduro decreed a State of Emergency for 90 days in the states of Mérida, Trujillo, Zulia and the Capital District, due to the floods that occur after the intense and recurring rains in various regions of the country.
The decree was published in the Official Gazette No. 42,364 dated April 27, 2022, where it is noted that due to the effects of the La Niña phenomenon, it has caused heavy rainfall in Venezuela, which has altered “the social and economic structure” of the affected regions.
The document highlights this natural phenomenon has caused 200% more rainfall and 300% more water in Venezuelawith constant and heavy rainfall in recent days, suddenly, resulting in an alteration of the social and economic structure of the entities that are part of our country, generating landslides and floods throughout the national territory.
This decree orders the Ministry of the Interior and Justice, through the Directorate of National Civil Protection and Disaster Administration, develop a Specific Action Plan for the return of normality in Mérida, Trujillo, Zulia and the Capital District.
On Tuesday, April 26, Maduro reported the creation of a special fund of 10 million bolivars renewable to attend to emergencies generated by rains throughout the country.
The governor of Trujillo, Gerardo Márquez, toured the affected areas and indicated that 273 families are affected by total and partial loss of homesIn addition, there have been obstacles in roads and crops due to flooding. He reported that machinery was deployed to channel the Pocó River, whose overflow has caused the emergency in the state.
In the state of Zulia, the heavy rainfall and specifically in the southern area of Lake Maracaibo caused a strong flood in the Zulia River, located in the Catatumbo municipality. This consisted of breaking the retaining wall, the water current gave way and allowed it to move to the main road in this area.
This overflow has flooded several hectares of land in the area, affecting crops and livestock.

Carlos Albornoz, former president of Fedenaga, said through his Twitter account that a third of the type 1 lands (the best) in Venezuela are in the area that is being flooded. “We must be aware of it. The rise of streams, obstructed roads and flooded and collapsed houses have been the consequences of the torrential rains that have fallen in Caracas. At least 10 houses collapsed on April 26 after a partial landslide in the Sucre parish, Los Flores de Catia sector.
