The spending cut package to be announced this Wednesday (27) by the federal government will address super salaries in the public service and taxes on large fortunes, the Minister of Labor and Employment, Luiz Marinho, said recently. At a press conference to explain the creation of 132.7 thousand jobs in October, the minister advanced some points of the measures.
“Super salaries, taxes for the super rich, everything is coming. Complete package”, said Marinho. Asked if the package also involves an increase in corrections to the Income Tax table, the minister simply said: “Everything”, without going into details.
Regarding unemployment insurance, Marinho declared that there will be no rule change. According to the minister, the idea was discussed in the package, but did not move forward.
“There is no rule change for unemployment insurance, for example, but we will wait for the details. If not, I’ll poke my colleague’s eye out [ministro da Fazenda, Fernando Haddad]. [O pacote] it will be very different from what was being designed until then”, he said. Regarding the bonus, Marinho neither confirmed nor denied changes.

Marinho confirmed that the package to be announced at 8:30 pm, on radio and TV, by Minister Haddad will be detailed this Thursday (28) in a press conference. For a month now, the government has been trying to send mandatory spending cutting measures that would prevent, until 2027, the expenditure limit of the fiscal framework being exceeded. In force since last year, the fiscal framework restricts real growth (above inflation) in government expenditure to 70% of real revenue growth, limited to 2.5% above inflation per year.
Debates
In October, Marinho even announced that he would resign if the Ministry of Labor was not heard in the preparation of the package. This Wednesday, the minister said he changed his opinion because he managed to put his “fingerprints” on the measures.
“I said [em outubro] that if I wasn’t heard, I would resign. But I was involved. I participated in the debate. Today Haddad will make the statement. Details will be announced tomorrow. There are my fingerprints on the debates posted there”, he declared.
Other measures
On Monday (25), Haddad confirmed that the package will also bring measures to reform military pensions, reformulate Vale Gás and limit super salaries in the federal public service.
In today’s interview, Marinho said that the spending cut package is necessary to adjust the pace of growth in spending to that of revenue. “The PEC [proposta de emenda à Constituição] of the Transition resolved a problem inherited from the previous government and resolved that the economy would function for two years. Now it is necessary to adjust the speed of expenses with revenues. Last year, Congress did not approve all the desired [pelo governo]”, he declared.
