He was left without a seat. The congresswoman Patricia Chirinos Venegas and his aspirations to join the new Senate of the Republic have been stopped and the fact is that the Special Electoral Jury (JEE)declared inadmissible the request for registration of the list of candidates for the Senate by the political organization Popular Renewal in the jurisdiction of Callao.
The resolution of the JEE Callao plenary session indicates that the list, composed of Patricia Chirinos (No. 1) and Félix Enrique Morales Ubillús (No. 2), failed to meet the standards required by the Regulations for Registration of Formulas and Candidate Lists. By classifying the omissions as “insurmountable requirements”, the electoral court determined that the request cannot move forward in the process.
The document highlights that the deadline to request the replacement of candidates expired on December 23, 2025. As this date has passed, Renovación Popular is prevented from appointing new candidates, which leaves the group without representation for the Senate in the multiple electoral constituency of Callao.
Although the political organization has the right to appeal to the plenary session of the National Elections Jury (JNE) in Lima as a last resort, the filing of the case would be imminent due to what has already been explained, which complicates the situation of legislator Chirinos.
This ruling adds to the growing list of blemishes and improprieties that have been shaking the panorama of the 2026 General Elections, where electoral entities are rigorously applying the schedule and rules of internal democracy.
