Behind the agreement “it seems to hide a clipping of the debt to a declared dictatorship,” says a Spanish journalist.

Miami, United States. – The Government of Spain approved in the Council of Ministers on Tuesday An agreement for the “treatment” of the debt that still maintains Cuba with the Spanish State, which involves the restructuring of 194 million euros, 142 million Canadian dollars and US $ 811,000.

In An opinion article published in The Objectivethe journalist Pablo Cambronero ensures that “beyond the rhetoric used with the term restructuring”, behind the agreement “seems to hide a clisoning of the debt to a declared dictatorship.”

The measure is part of a sequence of debt relief instruments activated by Madrid in favor of Havana for 2025. On July 4, It transcended The implementation of a debt conversion program with Cuba that will transform up to 375 million euros of bilateral debt into investment projects, signed in Seville by the Minister of Economy, Commerce and Company, Carlos Corpora.

According to an official note released by La Moncloathe funds will be directed to “key sectors such as energy, water or food security, among others”, through “innovative debt relief instruments that are oriented to concrete results and effective cooperation.” The same communication framed the announcement at the 4th International Conference on Financing for Development and linked the initiative to the “Global Hub for the Conversion of Debt in Investments for Development.”

According to the official information cited then, the projects may be executed by Spanish companies, Cuban entities, international organizations and specialized organizations with operational presence on the island, actors that are required “technical capacity and commitment to standards of transparency, effectiveness and accountability”.

The Moncloa also recalled that Spain has signed 47 conversion agreements with 28 countries in the last two decades, with an accumulated condom of 1,645 million euros.

On the other hand, in the official reports it does not appear that the Spanish government has alluded to the delinquency of Havana with Spanish suppliers. In mid -June, the Employer Foment del Treball denounced Impos greater than 350 million euros to almost 300 companies in Spain – many SMEs and a part in sanitary and food sectors – with more than 40% of the affected companies based in Catalonia and “more than 15%” that have ceased their activity.

The magnitude of the problem was recognized by the Secretary of State for Economy and support for the company, Ismael Arroyo, who in November 2024 declared before the Congress of Deputies that the debt with Spanish companies exceeded 300 million euros since 2018.
