The city of São Paulo published in the official diary of the municipality this Thursday (30th) the law that provides for the Food and Nutrition Security Policy in the municipality and creates Auxílio Reencontro, Vila Reencontro and the Food Supply Fund of São Paulo. The bill that deals with the subject was approved yesterday (29) in the Legislative Chamber and sanctioned on the same day by the Executive.
The new law adds existing programs and institutes new ones, such as Vila Reencontro, the São Paulo Food Supply Fund and Auxílio Reencontro, in addition to establishing the Food and Nutrition Security Policy for people living in situations of social vulnerability.
By law, Auxílio Reencontro will consist of a temporary financial benefit for those who welcome homeless people. This benefit may be suspended or canceled if the sheltered person returns to the homeless situation or does not present proof of address, if the beneficiary does not meet the criteria for maintaining the aid and if the sheltered person enters the job market.
According to the city hall, the objective of Auxílio Reencontro is to “reduce the number of homeless people in the city, in a dignified and autonomous way, expand social protection and strengthen strategies for a qualified exit from the homeless situation and favor the return to family and community life”. The amount and duration of the aid will be defined in a decree.
Vila Reencontro, on the other hand, is a set of social housing that will be promoted by the Government for the transitional reception with the promotion of municipal policies aimed at the homeless population. The Food Supply Fund has the objective of funding the Food and Nutrition Security Policy, being able to develop and financially support programs and projects listed in the law.

During the process of the project yesterday, there were criticisms of both the content and the process of the project. The PSOL bench evaluated that the PL presents wrong, superficial solutions that appeal to charity as a public policy. Regarding Auxílio Reencontro, the bench said, in a note, that “the approved law does not mention the values of this scholarship, the ways of evaluating the results and how it will be guaranteed that the sheltered people are not exposed to degrading situations”.
Councilman Gilberto Nascimento Jr. (PSC), which voted in favor of the project, cited Auxílio Reencontro as a point that should be treated with care, as disclosed by the Chamber. He believes that it is essential that psychologists, psychotherapists and psychiatrists accompany the entire process of reintegrating a homeless person into the home. “If not, we don’t solve the problem and end up drying ice.”
Also according to the Chamber, Councilor Juliana Cardoso (PT), who voted against the PL, said that she agrees with the development of public policies to combat hunger, but understands that the project “takes away the autonomy of the councils in relation to food security”. ”. “I mean, it takes power away from the councils, the secretariats and creates the Fund. Who will oversee this Fund? How are these policies to combat hunger going to be organized, if they are programs that already exist in the city of São Paulo?”.
