The NGO focused on the defense of human rights, Control Ciudadano, addressed a letter to the Bolivarian National Police (PNB), on the occasion of its 13th anniversary, in which they recommend implementing a police reform focused on accountability, transparency and democratic functioning within the organization.
“Advance in a transparent police reform, which guarantees the civilian character of the police, but also the professional character of its members, with a system of accountability and access to information, which allows democratic control of its operation,” they advise. .
This recommendation is framed within a list of five proposals made by the NGO to the police force, in which they address different reforms that, in the opinion of the organization, should be implemented by the police force to correct their failures and violations of rights humans.

The recommendations include guarantees for the prohibition of extrajudicial executions, subjecting all homicides perpetrated by PNB officials to investigations by the Public Ministry (MP); prohibit torture and report all uniformed officers who practice it, establish concrete measures against corruption and extortion carried out by police officers, and also submit all serious cases of human rights violations to investigations by the MP.

While the NGO expresses its concerns about the practices of the officials that make up this police force, which put the human rights and security of citizens at risk, Nicolás Maduro orders that the PNB staff be doubled in the next two years.
In the act carried out to celebrate the 13 years of the police force, Maduro established as a goal to increase the number of officials from the current 44,000 uniformed personnel to a total of 100,000 by 2024.
Despite the pride with which Maduro expresses himself about the PNB and its orders to defend the population, Social Watch recalls that the body has a history that is not entirely positive.
“The path of the Bolivarian National Police has been difficult, certainly with successes and successes, but unfortunately also, with serious mistakes and errors in its leadership and command, having installed practices that have led to serious human rights crimes,” recalls the NGO letter.
