The Civil Association Citizen Control He assured this Tuesday, April 18, that the National Armed Forces (FAN) does not comply with the mechanisms in the processes of promotion of military personnel.
Rocio San Miguel, president of Social Watch pointed out that in promotion processes there are unfortunate cases of military personnel involved in human rights violations or acts of corruption, who are promoted. “That does not constitute recognition of merit (…) that is demolishing the institution,” she said.
Social Watch highlights that the National Armed Forces must guarantee transparent mechanisms for military promotions. However, currently three minimum requirements in these processes are not met:
1.- There is no guarantee that individuals in the chain of command, from units involved in serious violations of human rights, have been investigated before being promoted.
2.- There are no guarantees that individuals involved in acts of corruption will not be promoted.
3.- And neither do we Venezuelans have guarantees that promotions are given based on merit and a vacant position. The number of generals and admirals in the institution is not proportional to the strength of the four components of the National Armed Forces.
The defense minister of the ruling party, Vladimir Padrino Lopezindicated that the qualifying process for promotions within the FAN has begun.
“I will personally be in charge of this task and I will guarantee a fair process,” the minister said through his Twitter account.
Every year on these dates, the FAN begins the work of the different evaluation boards, of promotions to the tentative higher grades. “A process that does not have democratic control mechanisms, since decisions are made exclusively by the FAN and the Presidency of the Republic,” questions the civil association.
