SNPP will hire guards for G. 17 billion

The National Professional Promotion Service (SNPP) called for tenders for the hiring of security guard services for the central and regional headquarters. The value of the call is G. 17,428 million (US$ 2.5 million). What is striking is that only 12 months ago, it made a similar call for G. 11,278 million (US$ 1.6 million).

The publication date was July 14 and the opening of the offers will take place this Wednesday, August 17. The call is divided into two lots of G. 8,821 million and G. 8,606 million.

SNPP RESPONSE

When asked about the reason for the difference in amounts between two similar tenders, Fernando Ruotti, director of the Procurement Operations Unit (UOC), stated that these are estimated prices obtained from a market study carried out as stipulated by the DNCP regulations. And for this, budgets are requested from different companies dedicated to the field. “We ask that they budget for the services, we also look for references of similar contracts that appear in the public contracting portal and an average of those prices obtained is taken to have the estimated cost of the tender,” he commented.

He argued that it also has to be taken into account that the increase in the minimum wage and that there are more premises that did not have a security service, and that were incorporated as a result of repeated requests from the centers due to the growing insecurity that affects the areas of their location. “And the most important thing that must be taken into account is that when requesting a quote, companies pass their initial prices, but since the process that we opted for this call is that of electronic downward auction, companies enter to compete online and they lower their prices in the process to be able to win the tender for what ends up being a competitive price”, he concluded.
