The Ministry of Energy and Mines (Minem) is taken. The National Society of Mining, Petroleum and Energy (SNMPE) expressed its concern about the recent appointments of Minem in strategic positions for mining formalization and the granting of concessions.
“We are at a turning point in terms of the advance of illegal mining, in which what is expected is that the wheat will be separated from the chaff, artisanal miners and small-scale miners who are suitable will be formalized and this requires making clear decisions. This implies having technical profiles, without bias and with in-depth knowledge of the mining sector, but the signals that the Executive gives us are contradictory, since we see with concern that officials are being elected whose profiles do not meet these conditions,” noted the union.
According to journalistic reports, in recent days the MINEM appointed people linked to REINFO (Comprehensive Mining Formalization Registry) to lead both the Mining Formalization Directorate of the MINEM and the Geological, Mining and Metallurgical Institute (INGEMMET), two entities that play a primary role in the mining formalization process and in mining activity in general, including the promotion of mining investments.
In this regard, the energy mining union stated: “These designations are inconsistent with the strengthening of a rigorous and effective formalization policy, since they transfer decisions to profiles associated with a mechanism that has proven to be insufficient and distorting the process that it seeks to correct.”
“Reinfo was created as a temporary measure, and not only has it been expanded for more and more years, but its conditions have been modified in such a way that it has not managed to formalize even 3% of those registered, and, on the contrary, it has become the perfect shield to be able to operate in mining without environmental conditions, safety for its workers, or control of explosives, among others, so the formalization process must be concluded as soon as possible, he added.
The energy mining union demanded concrete signs that demonstrate that there is a commitment on the part of the Executive to have a team prepared to carry out effective public policies to combat illegal mining and for a real formalization of small-scale mining.
