The institution will wait to have data from a census of the prison population, which does not have a start date.
What to stop watching prisons as “warehouses of human flesh”, were the words repeated repeatedly by Claudia Garzón, a criminologist and member of the Country’s Prison Dialogue Commission, before the National Comprehensive Care Service for Adults Deprived of Liberty and Adolescent Offenders (SNAI) present its action plan.
An undated census
Pablo Ramírez, director of the SNAI, pointed out that by 2022 there will be a census of the prison population in which institutions such as the National Police, the National Institute of Statistics and Censuses (INEC) and the Civil Registry will participate.
Only when this information is collected can actions such as the transfer of ringleaders of criminal gangs from prisons. However, Ramírez was unable to answer when the census and therefore there is no date for when the companies will be restructured. prisons.
The information was given within the framework of February 14, the day on which SNAI celebrates three years in office.
“It is no coincidence that the day of love and friendship is the anniversary of the SNAI,” said Ramírez, emphasizing that prisons should be humanized.
Plan Reborn
In this 2022, the Plan Renacer will be launched, with which they hope that 5,000 prisoners will have access to prison benefits, as a semi-open regime.
For this there will be 25 work teams with lawyers, psychologists and social workers to speed up the procedures.
This would allow – according to Ramírez – to reduce overcrowding, which at the moment is at 15.07%. In other words, there are 35,117 prisoners, of which 403 are young offenders.
Pardons and repatriation
Another of the strategies (although also undated) are the pardons by executive decree in which people who have served between 40% and 60% of their sentences and whose crimes are theft, fraud, abuse of trust and traffic accident injuries will benefit.
The repatriation of 1,200 Colombian citizens is also estimated, although Ramírez stressed that this process is voluntary; that is to say, that the person must want to be repatriated; Otherwise, he will remain in the Ecuadorian prison system.
Conversation with the media
Within the framework of the third anniversary of the SNAI, a conversation was held with the media, since the authorities indicated that it is a first step towards the transparency of information.
In the crisis room of ECU911, in Quito, with the prohibition of the entry of cameras, Garzón asked the media for a balance on his work on prisons.
Ramírez added that it is also necessary to publish the “good deeds” although he stressed that he understood that “violence is what sells.” (AVV)
