The head of state, Luis Arce, faces at least six conflicts and protests that are mostly focused on the city of La Paz. Political scientists agree that the problems of social discontent and unsatisfied needs in the country are caused by the Government itself, by the MAS and former President Evo Morales.
The protests that have grown in recent weeks they are related to the installation of the parallel coca market in La Paz; the supreme decree that obliges strategic companies to transfer their profits to the General Treasury of the Nation, the creation of the Public Manager without the role of the workers, the unfulfilled promises of construction works in the La Paz province of Omasuyos, the postponement of the census and, finally, the president is surrounded by his own party that demands the change of the ministers Iván Lima, of Justice, and Eduardo Del Castillo, from the Government.
“The strongest and most complex conflicts, such as the protests in Santa Cruz over the census, the Yungas coca growers against the second coca market and the decree that requires public companies to transfer profits supposedly for bonds have been created by the government itself and that it has impacted La Paz”, said the jurist Carlos Borth, in telephone contact with EL DEBER.
However, from his analysis It also detects “the hand” of Evo Morales in two of the three conflicts. For example, in the case the Departmental Association of Coca Producers (Adepcoca) sees that the leader of the MAS tries, together with his leadership, to take control of the unions of La Paz since they express a dissident discourse.
Also, he believes that there is an interest in not carrying out the census, since the results “could disrupt the electoral roll and make the elections for the MAS unfeasible in 2025. There is the hand of Evo, Choquehunca and Arce who see themselves as candidates,” said Borth.
For the political scientist Carlos Cordero, the various demands that are surrounding the Executive affect the “image and popularity” of Luis Arce in a context of internal conflict within the MAS, who “will have to show how much skill he has to overcome these obstacles.”
“We are entering a spiral of conflict that could lead to the paralysis of the country and hopefully that doesn’t happen, but also in more violent events. One of the main actors of this conflict is the inaction, omission and wrong decisions in the Government and on the other, various social and political actors who see their demands not met, “said Cordero.
Conflicts in the country have been escalating since the decision to postpone the census and Santa Cruz has taken command in these protests that led to the determination of an indefinite strike from October 22, in case the Government does not repeal the decree that contemplates the census for 2024. Demonstrations against the parallel coca market in La Paz followed, that after a day of violence on September 8, the hunt for leaders began, who are accused of burning and violently taking over the facilities in Villa El Carmen.
In both cases, the Executive managed to put its demands on pause, although they threaten to be activated. Now he faces the red ponchos that demand works and the miners who will not leave La Paz until Supreme Decree 4783 is repealed, which obliges strategic companies to transfer part of their profits to the state coffers. This latest demand has generated the support of factory workers, the Departmental Workers’ Center (COD) and urban and rural teachers.

The jurist William Bascopé sees that the Government is “stubborn in not listening” to these sectors and qualifies as foolish to have a fight, above all, with the institutions of Santa Cruz and with the miners of Huanuni.
“Only one person is going to benefit from this and that is Evo Morales, who is his true opponent.r, and the radical wing that are with all the interest that Arce does not have governability and, in some way, there is a harsh conflict in this country and that puts social tranquility at risk, “said the analyst.
On the other hand, he considered that it is possible that the non-attention to the demands is part of a government strategy to show its strengthput their government at risk and have reasons to use the public force as they are doing with Adepcoca and that could be applied in Santa Cruz.
“The Government is undressing being authoritariandictatorial and imposing its criteria on justice”, warned Carlos Borth.
Certainly another conflict facing Arce is the internal war in his party. The constant requests for the dismissal of the ministers, Lima and Del Castillo, in addition to the constant evaluations of their management, have put the Executive in check.
Deputy Gualberto Arispe confirmed that Arce and Morales will meet today in the Cochabamba tropics to “smooth rough edges” and talk about the current situation. “We hope that the president reflects because otherwise they are going to muddy him in corruption,” he said.
