Rubén Rolón, a member of the Party Electoral Tribunal (TEP) of the Colorado Party, clarified that the president of the ANR, Horacio Cartes, is empowered to delegate the administration of the Governing Board because the statute does establish that possibility.
Consulted about what the statute of the political party says to delegate the administrative function, Rubén Rolón maintained that article 31, in subsection H of the statute, is clear: the president of the party can delegate his own functions.
What Article 31 of the party statute says: The powers and duties of the President of the Governing Board are: subparagraph h – Delegate responsibilities to the Members of the Governing Board.
The colorado mentioned that Horacio Cartes is authorized to entrust the functions to the members of the Governing Board, despite the questions that exist from certain media outlets. He clarified that within the ANR there are no drawbacks, but rather there are only positions against outside the party nucleation.

Asked if there would be any inconveniences for the ANR to be able to acquire loans for the next elections, he replied that “it can be delegated to another person and a power of attorney is granted to him through a mandate to make a loan for the elections.
