This is Lucy López Reyes, whom the head of the Ministry of Justice records in his sworn statement as his sister-in-law. She is the director of the Prosynergy company, hired by the Regional Government of Cusco.
The contracting process with Prosynergy began on August 2, 2021 and, after approximately two months of evaluation, the Cusco regional government declared the aforementioned company the winner of the contest. His hiring was sealed between September 23 and 24, when Aníbal Torres already had one month and 20 days in office. The law prevents the entity from hiring said firm.
According to Prosynergy itself to Sunarp, Torres’s sister-in-law will be a director until 2026. For this reason, the company is prohibited from contracting with the State “in any process at the national level during the period that the ministerial position lasts,” indicates the Comptroller in the office presented.
López’s company stated that he “has no impediment to apply in the selection procedure or to contract with the State.” On August 27, the Regional Government agreed to them and a contract for S / 85,000 was established for the delivery of “sealing vacuum packing machines.”
IT’S NOT THE FIRST TIME
On November 17, the Congressional Oversight Commission reported the irregular hiring of the company Aldem SAC, related to the brother and nephew of the Minister of Justice. Cenares – Minsa, the entity that hired said company, confirmed two days later that Aldem SAC was “prevented” from signing a contract for more than S / 14 million, which would be invalidated. Cenares asserted that the situation “was not informed” by the minister’s relatives.
