President Luiz Inácio Lula da Silva issued a decree (nº 12,345) this Tuesday (31) that authorizes shooting clubs, which are less than a kilometer from schools, to operate as long as they have limited hours. Establishments can have activities after school hours and on weekends and holidays (during business hours).
The decree states that the operation, from Monday to Friday, would be between 6pm and 10pm. On Saturdays, Sundays and holidays between 6am and 10pm for shooting instruction and sports shooting activities.
Another decision is that they will be able to open the doors throughout the day for administrative work that does not involve live shooting practice. New shooting clubs can only be set up more than 1 kilometer away from schools.
Requirements
The decree introduced requirements for the granting of a registration certificate for shooting sports clubs, as well as in relation to the activity inspection process.
Those responsible for these shooting entities must ensure, for example, acoustic insulation, presentation of a security plan with risk analysis of activities, protection measures for people in and around the establishment, control of personnel access to locations that contain weapons and ammunition, in addition to video monitoring of material storage locations.
The decree also determines that there are measures for computerized control of entry and exit of users, employees and service providers and a safety certification issued by a company or qualified professional of the building and the environments contained therein, for the safe practice of sports shooting activities. .
CACs
Furthermore, the standard brought flexibility to the rules for collectors, sports shooters and hunters (CACs).
The decree stipulated that, in order to be granted registration as a sports shooter, the person must be affiliated with an entity for this purpose and registered with the weapons listed in the rule.
The regulation drew attention to the prohibition on the transport of weapons and ammunition by collectors, sports shooters or hunters on election dates, including the days before and after the elections.
