Sheinbaum sends the Senate initiative for energy regulation

President Claudia Sheinbaum sent an initiative yesterday to which eight new laws are issued and three in energy matters are reinforced, in order to regulate the constitutional changes approved in the last period of sessions to return the rectory to the state on oil and Electricity.

The Secretary of Energy, Luz Elena González, presented the legislative package to the Senators of Morena during their plenary meeting and stressed that the intention is to strengthen the country’s sovereignty in the matter.

Meanwhile, in the exposure of reasons it is emphasized that the objective of the proposal is to reverse the negative effects of the 2013 privatizing amendment, by strengthening the Federal Electricity Commission (CFE) and Pemex.

Fair prices are guaranteed for energy, gas and fuels, avoiding disproportionate increases. Likewise, lithium is rejoined as a strategic area of ​​the State and the granting of this resource to private companies is prohibited.

It also seeks to strengthen sovereignty in the sector, boost transition and its efficiency, promoting the development of renewable energy, electromobility and reduction of greenhouse gas emissions.

In the new laws of state public companies, CFE and Pemex, an integrated structure is established, so that they can operate efficiently. To do this, its administrative apparatus is lost, with the purpose of avoiding duplication of functions.

In the initiative of a thousand pages it is clarified that the activities carried out by both companies will not be considered monopolistic, since they will operate in equitable conditions within the market.

The laws of the electricity, hydrocarbons, planning and energy transition, biofuels, geothermia and the National Energy Commission are also included.

In the latter, it is proposed to transfer the powers of the missing Energy Regulatory Commission and National Hydrocarbons Commission to the Ministry of Energy.

In addition to the eight newly created laws, the presidential initiative includes changes to the laws of the Mexican Petroleum Fund for Stabilization and Development, of revenues on hydrocarbons and organic of the Federal Public Administration.

During the second plenary session of Morena in the Senate, the legal counselor of the Presidency, Ernestina Godoy, referred to these secondary laws as part of the agenda promoted by Claudia Sheinbaum.

He said that together with this package, the president already sent the initiative to regulate transgenic corn and is about to send to Congress the project to combat the crime of extortion, the law for the elimination of bureaucratic procedures and corruption, and simplification and digitalization.

Additionally, in this period of sessions an initiative will send to regulate non -re -election and combat electoral nepotism, and others in terms of economic competence, telecommunications, transparency and procurement of the public sector, as well as one of public works and rail transport.
