On the other hand, the Ministry of Education, one of the portfolios with the greatest budget For investment, with more than S/5,000 million, 57.2% has been executed. Although this progress is greater than that of other sectors, it is insufficient given the relevance of this portfolio.
An example is the project to improve initial, primary and secondary education services in a school in San Juan de Miraflores (Lima), whose PIM exceeds S/8.9 million, but which so far has only executed 0.6% of your budget.

David Tuesta, former head of the MEF, warns about the difficulties in investment processes, which affect not only the central government, but also subnational governments.
Although there are multiple reasons behind these delays, Tuesta points out that one of them is the high turnover of authorities, added to the crisis that the Executive is going through.
“The Ministry of the Interior is probably more focused on dealing with scandals and internal problems than on the execution of its budget. This situation could be affecting other sectors, with a widespread impact,” he stated.

They are probably bundling some ancillary expenses together.
To change the slow execution, much would be done if the high turnover of authorities decreased.
