THE measure comes after the operation in Rio de Janeiro that left at least 121 people dead in the Alemão and Penha complexes.

The meeting took place at Palácio Guanabara, headquarters of the Rio de Janeiro government.

In addition to the governor of Rio de Janeiro, Cláudio Castro, Romeu Zema (Novo), from Minas Gerais, participated; Jorginho Mello (PL), from Santa Catarina; Eduardo Riedel (Progressistas), from Mato Grosso do Sul; Ronaldo Caiado (União Brasil), from Goiás; and the vice-governor of the Federal District, Celina Leão (Progressistas). The governor of São Paulo, Tarcísio de Freitas (Republicans), participated remotely, via video call.

THE Rio de Janeiro will be the consortium’s initial headquarters and will organize the group’s formalization process.

According to Castro, the idea is to share strategies to combat crime.

“We will form a consortium between states in the model of other consortia that exist so that we can share experiences, solutions and actions to combat organized crime,” said Castro.

Despite being led by politically aligned governors, they reported that the intention is to include all states in the Federation.

“We are going to pursue the objective of integrating the 27 units of the Federation, so that we can exchange experience, loans and human material, because we have very qualified people. So that we can buy equipment in a consortium and definitively face this wave of violence in Brazil, which is not just in Rio de Janeiro, but in all states”, said the governor of Santa Catarina, Jorginho Mello.

Operation Containment

All governors present praised the results of the police action in the Penha and Alemão complexes.

For the governor of Minas Gerais, Romeu Zema, the operation should be “considered the most successful”. “Rio de Janeiro’s security forces carried out, in my understanding, an operation that will be part of public security in Brazil,” he said.

The operation resulted in the death of 121 people, including four military police officers, the seizure of 93 rifles and caused chaos in the city, with road closures. The main objective previously announced was the capture of Edgar Alves de Andrade, known as Doca, considered the main leader of the criminal faction Comando Vermelho, however he was not arrested in the operation.

Conversely, public security experts have highlighted that organized crime involves complex economic and social networks, and that Isolated police operations cannot attack its roots. Civil society organizations and social movements criticize the police lethality and disrespect for community residents. Furthermore, Witnesses reported executions and torture by the police, while residents classified the action as carnage.

During the meeting, the governors said that the objective of the consortium is to offer practical actions, without “politicizing” public security.

However, they criticized the Proposed Amendment to the Constitution (PEC) of Public Security, a text sent by the federal government to Congress in April 2025. One of the announced objectives is to give constitutional status to the Unified Public Security System (SUSP), and integration between security forces across the country.

“The sole objective of the federal government is to take away from the governors the general guidelines for public security, which is a determination that the Constitution of 88 gave us. They want to transfer our autonomy and transform it into a general guideline for the Ministry of Justice. It is direct intervention in the state police”, stated the governor of Goiás, Ronaldo Caiado.

The PEC establishes that the Union is responsible for developing the national public security policy“whose guidelines will be mandatory for federated entities to comply with, after consulting the National Council for Public Security and Social Defense, made up of representatives from the Union, the States, the Federal District and the Municipalities”. THE federal government has argued that the PEC maintains the autonomy of state and district security forces.

Emergency office

This Wednesday (29), the Minister of Justice and Public Security, Ricardo Lewandowski, and Governor Cláudio Castro announced the creation of an emergency office to combat organized crime in the stateo, with the aim of improving integration between the federal and state spheres.

Lewandowski said that the federal government will increase the number of Federal Highway Police by 50 agents on the roads and the number of intelligence agents in Rio, in addition to sending experts.

At Castro’s request, the federal government has already authorized the transfer of ten prisoners to federal prisons.
