The president of the National Assembly (AN), Jorge Rodríguez, emphasized this Tuesday that seven laws, focused on the Community Councils; they are ready to be able to initiate a Popular Consultation for its reform.
“We have identified seven laws that are the core that can be worked on immediately to go to the consultations,” said Rodríguez during a work session led by the President of the Republic, Nicolás Maduro.
In statements broadcast by Venezolana de Televisión, the president of the National Assembly indicated that they decided to select these seven laws after a debate with the minister for Communes, Jorge Arreaza; and with the members that make up the special commission, created for the analysis of the more than 14 laws, focused on popular power.
Among the laws – Rodríguez explained – there are three focused on popular power; and four that address the economic aspect of communal forces.
Regarding the latter, he stressed that work must be done to see how “these laws adapt to the new times of the diversified Venezuelan economy, which seeks self-management in economic matters.”
Rodriguez said that the National Assembly will systematize and simplify the procedures that allow the laws of Popular Power to be adapted to the new times.
In this sense, he asserted that the seven laws proposed in the debate will be taken to the more than 49,183 Communal Councils, 3,641 Communes and to the social and popular movements, for public consultation.
In the same way, it is expected that in this process, the deputies of the AN, the Councilors, mayors and governors will be incorporated, so that the constituted power respects all the processes and agreements that are reached in the consultation.
During his speech, the president of the National Assembly pointed out that work is being done to contribute to the simplification of the procedures that allow the laws of People’s Power to be adapted to the new times.
“Many times the communal council wastes time going to the mayor’s office, which precisely can be made more effective, through this reform,” he stressed.
On the other hand, he asserted that the AN is prepared so that all the reforms are ready before the end of 2022.
At the end of October, a special commission was formed for the transformation of the laws of Popular Power, with the purpose of reviewing and adapting the legal instruments of this sector.
This special commission is made up of the Permanent Commission for the Development of the Commune, the Permanent Commission for Ecosocialism, the Social Development Commission and the Popular Power and Communication Commission.
The initiative – recalled Rodríguez – arose after a mandate from the head of state to review all the laws of popular power.
These are the laws that will be debated by the 49,183 Communal Councils, 3,641 Communes and in the popular movements, in coordination with deputies, councilors and governors of the country:
