Servio Tulio asegura «hay un problema serio» con la Ley de Trata

Law 137-03, on Smuggling of Migrants and Human Traffickinghas a serious problem and what President Luis Abinader had sent to the National Congress must be analyzed.

In this sense, the lawyer also gave reasons to the sectors that expressed their concern about said bill.

He considered that the Government’s decision to withdraw the project was the correct one.

“That is why I tell you that it would be worthwhile to see and analyze if we separate the immigration issue from human trafficking and smuggling, because the truth is that in terms of what has to do with human trafficking and smuggling, we have a complicated situation in this country, where from the State we have not given a forceful response to this problem, which by the way is a transnational crime,” he said.

The Government said that the reintroduction will be done within a period not exceeding 45 days

One of the main reasons why discord was generated in various sectors of national life by the Exploitation and Smuggling of Migrants project it was for him article 63 of said piece of legislation which, among other assistance measures in favor of the victims, indicates “providing accommodation in a specialized safe shelter”.

An avalanche of comments against said proposal moved the Government to withdraw the bill from the National Congress. But also, “to achieve the necessary public consensus”as announced this Sunday by the spokesman and director of Strategy and Communication of the Presidency, Homero Figueroa.

However, in a note sent to the press, Figueroa pointed out that what had been sent to the Senate for study responds to a commitment assumed by the Dominican Republic as a signatory country to several international conventions.

“No return”

The project also includes the principle of “No return”, which has to do with those migrants who left their countries fleeing political reprisals, like some Haitian citizens, who were able to leave their nation and their lives were saved on this side of the island; although the chancellor of the Republic, Roberto Álvarez, said that eventually they left Dominican soil.

Despite this, and after authorities indicated that some “errors” in the bill had to be corrected, various sectors considered that the proposal violates national sovereignty.

Former presidential candidate Ismael Reyes assured that the trafficking bill would become the “perfect safe-conduct” for the haitian migration towards Dominican territory.
