Morena senators promote a new Federal Law of Attention, Protection and Support of the Rights of Migrants, in order to comprehensively address the problem of those who enter national territory, via social inclusion and respect for their human rights.
In the exposure of reasons, Senators Guadalupe Chavira de la Rosa and Karina Isabel Ruiz, the latter of migrant origin, it is pointed out that Mexico is a country of origin, transit, destination and return of those who travel through national territory, which face high risk of being victims of crimes and aggressions
.
He adds that, due to its location, the country represents an obligatory step for migrants, especially from Guatemala, Honduras and El Salvador, and the bases have sat down To consolidate one of the world’s largest migratory corridors, which goes from Central America to the United States
.
The initiative raises the adjunction between federal units and entities to work in coordination with the National Migration Institute, in order to provide the best protection and support to foreigners and nationals who travel through the country.
Participation of civil groups
It proposes a national registry by the Undersecretariat of Human Rights and population of the Ministry of the Interior, voluntary registration for migrants, with data of their name, origin, domicile in its place of origin and any other that facilitates its location to their relatives.
It creates a National Council of Migratory Affairs, an advisory and advisory body, which will be chaired by the Secretary of the Interior and will have powers on the promotion of voluntary return programs of the migrant population to their place of origin, strengthening the temporary shelter programs, as well as channeling of people with health, identity and security problems.
The new proposed, complementary legislation of the Migration Law, states that the community and civil society organizations can provide care services to people in mobility, especially to vulnerable groups.
It also raises the right to equal opportunities for migrants, through measures against discrimination and affirmative actions that allow their social integration.
