A transversal group of senators, led by Maria Jose Gatica (RN), presented last week a draft constitutional reform to guarantee the “right to own, decent and adequate housing.”
The motion seeks to enshrine the duty of the State to promote and develop “housing subsidy plans or programs or others that guarantee access to the right to own, decent and adequate housing, especially for the vulnerable sectors of the country,” it says. emmol.
The initiative states that “it is up to the State to implement the national housing policy, which allows guaranteeing this right and providing the necessary conditions for its enjoyment.” This, “considering at least the conformation of the family nucleus, location, accessibility, housing equipment, habitability and affordability, access to basic services, among other criteria that the law may establish,” the text adds.
“It is the duty of the State, through the corresponding public bodies and services, to ensure coordinated and intersectoral work for the development and fulfillment of the law. Likewise, to ensure that the availability of fiscal property is prioritized for the fulfillment of purposes of social interest. housing, without detriment to other strategic prioritizations for the use of land, by the State”, he adds.
The project is also signed by senators Matthias Walker (DC), Alvaro Elizalde (), Rodrigo Galilee (RN) and David Sandoval (UDI).
Let us remember that the proposal for a new Constitution drawn up by the Constitutional Convention implemented the right to decent and adequate housing. “Every person has the right to decent and adequate housing, which allows the free development of a personal, family and community life,” says article 51 of the text, rejected in the September 4 plebiscite.
