Senate would try to veto the Petropar project today

Mario Abdo Benítez, President of the Republic, partially vetoed Law No. 6909/2022, regarding the exemption from the general regime of public purchases in Petropar.

The document established the elimination of intermediaries in Petropar’s fuel purchase processes. The president approved what is related to suppliers not having the need to submit their sworn statements. However, he eliminated what establishes that the state oil company make its purchases without controls from the National Directorate of Public Procurement (DNCP).
The Chamber of Senators must now analyze it. There are doubts about whether it will be treated today or again postponed for a week. Few are the legislators who are open to talking about the subject.

AYALA
Eusebio Ramón Ayala, a national senator for the PLRA, affirmed that there will surely be a long debate in today’s session, but that the partial veto will finally be approved.

“The original project did not include the exception of compliance with Law 2051 on Public Procurement (DNCP). The first document established that Petropar can negotiate directly with the foreign states that are the suppliers, I believe that it will be accepted”, he commented.

He argued that it is most likely that someone will raise the consideration on a draw, and that he will have the necessary majority.

“Yes, I believe that what is established by the national president is reasonable,” he concluded.

CHARTISM
Martín Arévalo, national senator for “Honor Colorado”, said for his part that there are questions regarding Public Procurement, since it is a mechanism used by the Government to favor some friendly companies.

“We support the Petropar project because we think that it was agreed with the people of the Government so that it is a mechanism to reduce prices, but we find ourselves with this situation. It’s disorganized and embarrassing,” he commented.

He pointed out that they supported the law to make fuel cheaper, since, with the original project, companies from neighboring countries can enter and actually make their offers.
“With this public contracting system it was unfeasible for them. I am here to support things that benefit the people. To enable large companies to enter the competition. That the Paraguayan people have cheaper fuel and cut off the flow of businessmen who are profiting a lot from this, ”he said.

MASI
Desirée Masi, national senator for the Progressive Democratic Party (PDP), stated for her part that she does not know if the project will enter tomorrow. She although she did not rule out that a legislator treat it on tables.
