The Chamber of Senators will deal this afternoon with the bill “On the reform and modernization of the National Police.” This parliamentary body had already approved the document in general and now its treatment in particular is planned. What establishes the change.
This Wednesday, October 26 at 2:00 p.m., the Chamber of Senators will continue to study, in particular, the bill for the reform and modernization of the National Police. The tendency indicates that the congressmen will approve the text during the extraordinary session summoned by Oscar Salomón, head of the Congress.
The legislative initiative, which has 246 items, was introduced by senators Fidel Zavala, Stephan Rasmussen, Georgia Arrúa, Fernando Silva Facetti, Enrique Bacchetta, Sergio Godoy, Patrick Kemper, Silvio Ovelar, Blas Llano, Enrique Riera, Oscar Salomón and Lucas Aquino.
According to Zavala, the project It is based on five axes: the system of promotion in grades, the method of assigning positions, a disciplinary regime, a hierarchical organizational structure and police welfare, that seeks to place the police in accordance with international standards.
However, for Senator Desirée Masi no substantial reforms in the initiative in question, since it is 60% the same as the current Organic Charter of the Police, and only a few additions are made to it. As the legislator told 730 AM, The intention is to increase the retirement of retired police officers, despite the fact that the deficit of that retirement fund is unsustainable, in addition to contemplating a salary bonus for the uniformed officers for the purchase of weapons and ammunition.which can lead to a potential risk, that of “feeding the black market”.
At the beginning of the month, the Commission for Constitutional Affairs, National Defense and Public Force summoned different authorities to hear their opinion regarding this project.

In that sense, Federico González, the Minister of the Interior, highlighted in the opportunity that this initiative has a consensus of the institution, the National Police and the designers. In this regard, he said that they have some observations in relation to the chapter on the retirement and pension system. “It can be discussed and analyzed in the context of the fiscal box reform”, he pointed out.
The commissioner general also intervened Gilberto Fleitas, commander of the National Police, who claimed to be agree with this proposal where the main axes are included, transparency, openness to work with all sectors and especially citizens.
