The Senate concluded this Tuesday (8) the analysis of the proposal that expands sources of funds for research in the Brazilian Agricultural Research Corporation (Embrapa). Parliamentarians approved an amendment to correct a part of the text of the proposal. The matter goes to the sanction of the Presidency of the Republic.
Parliamentarians changed the device that defines rules for administrative and financial management of Embrapa, to enter into agreements, contracts and agreements, for a determined period, with support foundations. The new legal provision provides for the establishment of mechanisms that guarantee greater effectiveness in Embrapa’s budgetary resources, allowing it greater financial autonomy, similar to what is intended to be offered to the country’s regulatory agencies.
“Without this autonomy, possible contingencies of Union resources can hamper the planning and execution of the company’s activities, with incalculable negative impacts on its management”, said the rapporteur, Senator Oriovisto Guimarães (Podemos-PR).
The matter was approved by the Economic Affairs Committee (CAE) in the Senate, in September 2019, and then sent to the Chamber of Deputies. The proposal includes, among Embrapa’s resources, those arising from licensing for commercial exploitation of technologies, products, services and rights to use the brand. The matter also links the application of these royalties to the promotion of research and development activity and facilitates the transfer of technology and payment to Embrapa.
