The Senate Constitution and Justice Committee (CCJ) may vote on Wednesday (24) the proposal to amend the Constitution (PEC) 3/2021, known as the Armage PEC for requiring prior authorization from legislative houses to open criminal action against parliamentarians.
CCJ President Otto Alencar (PSD-BA) guided the text as the first item of the meeting. The expectation of the Bahian Senator is to reject PEC on the commission on the same day, unless someone sees.
Approved by the House of Representatives last weekthe proposal will be reported in the CCJ by Senator Alessandro Vieira (MDB-SE), who has also positioned himself against the matter.
“The House approved a PEC to protect bandit, as long as he is a parliamentary or party president. It is an unjustifiable absurdity that we will defeat in the Senate,” the rapporteur said last week on a social network.
The analysis of the proposal occurs shortly after the protests that occurred on Sunday (21) that took thousands of people to the streets in all capitals. Protesters dubbed the proposal of “PEC of banditry” and also required the end of the bill (PL) that provides amnesty to those convicted of coup attempted, such as former President Jair Bolsonaro.
The Armage PEC advanced in the House after actions of the Federal Supreme Court (STF) against parliamentarians involved in the attempted coup d’état that culminated on January 8, 2023 and also with the growth of surveys to investigate the execution of parliamentary amendmentspublic resources of the order of RS 50 billion annual under the control of the legislature.
After the house arrest of former President Jair Bolsonaro, Opposition occupied the plenary of the House and Senatepreventing the work of the house and requiring, among other guidelines, the increase in the protection of parliamentarians against STF actions.
The so-called PEC of prerogatives, or PEC of armor, was defended by its supporters, therefore, as a reaction to the alleged “political persecution” against parliamentarians by the judiciary, the recurring discourse of former President Bolsonaro’s allies in the context of the scammer’s trial.
