Senate CCJ approves nominees for the Superior Court of Justice

The Constitution and Justice Commission (CCJ) of the Senate discussed today (22) the judges Messod Azulay and Paulo Sergio Domingues, nominated for the Superior Court of Justice (STJ). If his name is approved in plenary, Azulay will occupy a vacancy left by Minister Napoleão Nunes Maia Filho, who retired in December 2020. Domingues was already nominated in the vacancy of Nefi Cordeiro, retired in March last year.

Both were nominated by President Jair Bolsonaro on August 1, based on lists sent by the STJ. They had their sabbaticals postponed until after the elections by the president of the CCJ, Davi Alcolumbre (União-AP), in alignment with the president of the Senate, Rodrigo Pacheco (PSD-MG).

Approved by 27 votes in favor and none against, Azulay confirmed on the Saturday that he has a guaranteeing profile, which seeks to preserve citizens’ rights before state power. “I am what the doctrine calls a guarantor judge, committed to compliance with the Constitution and the uncompromising defense of individual rights and guarantees and the protection of citizens from possible excesses by the State”, said the judge.

Current president of the Federal Regional Court of the 2nd Region (TRF2), Azulay has been a judge since 2005. He is also a university professor and author of books. He graduated in law from the Federal University of Rio de Janeiro (UFRJ).

Domingues, in turn, was approved by the CCJ with 26 votes in favor and one abstention. He defended the limits on the performance of each of the Three Powers. “The judge works to preserve the stability of the Republic,” said the judge.

He has been a judge at the Federal Regional Court of the 3rd Region since 2014 and entered the judiciary as a federal judge in 1995. He graduated from the University of São Paulo (USP), was president of the National Association of Federal Judges (Ajufe) from 2002 to 2004 and is a professor of Civil Procedural Law at the Faculty of Law of Sorocaba.

Other approvals

The CCJ also approved today the nomination of Judge Liana Chaib to the Superior Labor Court (TST), by 27 votes in favor and none against.

The CCJ also approved the reappointment of counselor Luiz Fernando Bandeira de Mello to the National Council of Justice (CNJ) and of lawyer Engels Muniz to the National Council of the Public Ministry (CNMP).
