The Senate approved this Wednesday (25) Bill (PL) 2950/2019, which establishes actions to protect animals affected by emergencies, accidents and disasters. The project, which will be sanctioned by President Luiz Inácio Lula da Silva, establishes the Policy for Reception and Management of Rescued Animals, with rules for the rescue, reception and disposal of affected animals and changes environmental and dam safety laws. 
The proposal aims to structure permanent protocols for preventive and coordinated action in cases of emergency. The project also provides for preventive and remedial measures that must be adopted by entrepreneurs subject to environmental licensing.
The focus is on reducing the mortality of domestic and wild animals in disasters through the integration of environmental protection and civil defense policies and greater awareness of animal rights and welfare.

- Support states, the Federal District and municipalities in mapping risk areas, in disaster risk identification studies and in other prevention, mitigation, rescue, reception and management of affected animals
- Establish preventive safety measures against disasters in federal conservation units
States
- Support municipalities in identifying and mapping risk areas
- Provide human resources training for actions to protect, welcome and manage rescued animals
Municipalities
- Offering human resources training for actions to protect, welcome and manage rescued animals
- Supervision of disaster risk areas
- Preventive intervention and evacuation of animals from high-risk or vulnerable areas
- Organize the rescue and emergency care system for impacted fauna
- Provide temporary shelters for rescued animals
- Encourage the participation of private entities, voluntary associations and non-governmental organizations in animal shelter activities
