The Senate approved this Wednesday (3rd) a provisional measure (MP) that creates Renovar, a program that provides for the renewal of the fleet of road transport vehicles, buses, minibuses and road implements. The text goes to presidential sanction.
The government’s proposal, when editing the MP, is to renew the fleet on the roads and withdraw vehicles from circulation at the end of their useful life. According to data from the National Traffic Department, from the Ministry of Infrastructure, there are more than 3.5 million trucks in circulation in Brazil. Of this total, about 26% are more than 30 years old.
The text provides for the forgiveness of some debts of assets whose definitive write-off is requested within the scope of the program, as long as they are less than R$ 5 thousand. The MP also authorizes the National Bank for Economic and Social Development (BNDES) to create lines of credit aimed at Renovar participants.
The program will be coordinated by the Brazilian Agency for Industrial Development (ABDI) and by a council, which will define the program’s guidelines, composed of representatives from the transport, industry and civil society sectors.
The proposal will be funded by resources from fines, ethyl alcohol fuel (Cide-fuels) and the amount directed to research by the oil companies. Opposition senators stood out to withdraw resources directed to research from the program’s sources. The question generated a lot of debate, but the passage was kept.
