Senate approves in first reading bill on electoral regime

The Senate of the Republic approved in first reading the project of the Organic Law of Electoral Regime, presented by senators Alexis Victoria and Ramón Rogelio Genao.

The legislative piece was sanctioned unanimously with the vote of the 24 senators present at the plenary session this Tuesday.

The bill seeks to regulate the exercise of the citizen’s right to choose and be eligible, in addition to establishing the procedure and development of the electoral process.

Among the relevant contributions of the Electoral Law The implementation of a system of consequences for exceeding the limit of campaign expenses, the creation of the Specialized Prosecutor for the Investigation and Prosecution of Electoral Crimes and Offenses, among other important aspects, stands out.

The president of the Upper House, Eduardo Estrella, formed this Tuesday a Special Commission for the study of the Criminal Code Bill. This Commission will be headed by Senator Antonio Taveras Guzmán, and made up of Senators Dionis Sánchez, Aris Yvan Lorenzo, Franklin Romero, Ramón Rogelio Genao, Pedro Catrain, Virgilio Cedano, Faride Raful and Lía Díaz Santana.

The Senate approved in first reading the Bill that regulates the National Intelligence Directorate (DNI), proposed by Senator Milcíades Franjul. The legislative regulations have the purpose of creating the National Intelligence Directorate (DNI), as a centralized body of the State destined to protect national security and regulate matters related to the National Intelligence System.

In the same way, they sanctioned the Bill of Law that designates with the name of César Augusto Roque Taveras the stretch of road from Mella avenue to Palmarito, in the Salcedo municipality, Hermanas Mirabal province, a proposal by Senator Bautista Rojas Gómez.

They approved in first reading the Bill that designates with the name of doctor José Francisco Peña Gómez the stretch of road that connects the municipalities of San Cristóbal and Cambita Garabitos, from the Sánchez highway to La Trinitaria street, presented by Senator Franklin Rodríguez .

The senators approved in second reading the Bill that declares August 6 of each year National Athletics Day, proposed by senators Franklin Rodríguez, Dionis Sánchez.

The legislators favored the Resolution that requests the President of the Republic, Luis Abinader, to instruct the Minister of Public Health, Daniel Rivera, and the Board of Directors of the Center for Comprehensive Care for Disability (CAID) to install a CAID Center in the municipality of Neyba, Bahoruco province, a proposal from Senator Melania Salvador.

They also approved the Resolution that requests the executive director of the Dominican Hydroelectric Generation Company (HEGEHID), Ángel Rafael Salazar Rodríguez, to build a water supply system for the El Canal area, in the municipality of San José de Ocoa, initiative of Senator José Antonio Castillo.

Likewise, the Resolution that requests the President of the Republic, Luis Abinader, to instruct the Minister of Housing, Carlos Bonilla Sánchez, the construction of a Trauma Hospital in the city of La Romana, La Romana province, presented by Senator Iván Silva.

The Senate approved the Resolution through which a well-deserved recognition is granted to César Olmos, called “Ambassador of the Dominican Theater”, for his prodigious artistic career for more than 50 years in acting, scenic teaching and locution, for the benefit of the Dominican nation. The proponent is Senator Franklin Romero.

In addition, they approved the diplomatic appointment of Angie Martínez Tejera, as extraordinary and plenipotentiary ambassador in The Bahamas, based in Jamaica, as well as the ratification of the diplomatic appointment of Julio Amaury Justo Duarte, as extraordinary and concurrent plenipotentiary ambassador, in the Republic of Gambia, based in the Kingdom of Morocco. Both initiatives were sent by the Executive Power.

In his turn to speak, Senator Antonio Marte requested the intervention of the Government in favor of the employees affected by the stoppage of services of the Dominican Medical Association to the health risk insurers (ARS). He estimated the amount that the ARS have saved by not providing coverage at more than RD$5 billion.

Senator Ramón Pimentel requested an extension from the Autonomous University of Santo Domingo (UASD) for Montecristi. He highlighted that only in his province, of the entire northwest line, do they not have an extension of the UASD and that for this reason a movement of students and professionals has been raised requesting it.

During his turn, Senator Alexis Victoria submitted a Resolution that requests the Ministry of Tourism that the International Tourism Fair (FITUR) 2024 be dedicated to the municipalities of Cabrera and Río San Juan, of the María Trinidad Sánchez province, due to its great boom and natural wealth. Senator Valentín Medrano assured that a business elite would be behind taking advantage of the development of the Pedernales area.

Senator Ramón Rogelio Genao urged his fellow senators to approve the new Penal Code. He gave as an example the abduction of the newborn baby from the Maternity of Los Mina, which with current regulations the maximum penalty is two years in jail and a fine of up to RD $ 500.

Senator Franklin Rodríguez suggested to the Ministry of Tourism to hire the most popular influencers from Canada, France, Spain, and the United States, to promote the country as a destination. He requested a greater international projection for ecotourism.

Senator Dionis Sánchez maintained that the merchants installed in the area where the border wall is being built were evicted without mediation. He indicated that the eviction would have been carried out in disrespect for human rights and the Constitution of the Republic.

Senator Bautista Rojas Gómez called on his fellow senators to speed up awareness of the Bill that Modifies the General Law on Comprehensive Management and Co-processing of Solid Waste, “the desire we have is to guarantee responsible and committed legislation to future generations.”

Senator Franklin Romero took advantage of his turn of presentations to motivate the approval of the Bill that creates the Ministry of Human Resources Development and Social Integration (MIDRHIS) and the Special Pension Bill for Journalists and Media Workers.

Senator Cristóbal Castillo urged the approval of the Bill which creates the protection and safety of newborn boys and girls in hospitals in the Dominican Republic. The initiative will be studied in the Health Commission.
