Senate approves bill that establishes the public trust

The Senate of the Republic approved in first reading the bill that establishes the applicable regime for the regulation of the public trust in the Dominican Republic, an initiative sent by the Executive Power.

The regulations have the purpose of establishing the regulation of the escrow public, its organization, structure and operation, as well as its legal capacity to administer public resources and provide, manage and/or execute works and infrastructure projects or services of collective interest.

In the session, the bill on the refund of the tax on the transfer of industrialized goods and services (ITBIS) to foreign tourists, proposed by Senator Santiago José Zorrilla (El Seibo), Vice President of the Senate.

The bill provides for the return of the ITBIS to non-resident tourists in the country, who make purchases of nationally produced or imported goods and establishes sanctions for those who falsify information to benefit from the regulations.

Also, the draft amnesty law was approved for the legal registration or voluntary delivery of firearms, weapons of war and related materials without a carrying or possession license and that are not registered in accordance with the Certification of the Legal Registry of Firearms ( CRLAF), initiative of Senator Franklin Romero (Duarte).

The initiative aims to grant a regulatory amnesty for those natural and legal persons who possess firearms without proper registration.

Meanwhile, that in second reading they approved the projects that modify Law no. 3726 on Cassation Procedure and the Code of Civil Procedureto streamline judicial processes and establish new amounts in the powers of the peace courts, respectively. Both initiatives were presented by Senator Dionis Sánchez (Pedernales).

The Plenary sanctioned the bill that creates the National Program for Hearing and Early Intervention in Children and Adults, a proposal by senators Lía Díaz Santana (Azua) and Héctor Acosta (Monsignor Nouel), with the aim of preventing and treating hearing loss in time .

Similarly, the bill declaring the province of El Seibo as a tourist destination was approved, presented by Senator Santiago Jose Zorrilla.

Similarly, the Plenary Session of the Senate approved in second reading the bill that regulates the exercise of the right to privacy, honor, good name and image, initiative of Senator Melania Salvador (Bahoruco).

In the legislative works, the bill that declares the Music Academy Professor Armando Dalmasí, of Hato Mayor del Rey, as artistic and cultural heritage of the Dominican nation, proposed by Senator Cristóbal Castillo (Hato Mayor ).

In the same way, the senators approved in second reading the bill that modifies article 37 of the Public Function Law 41-08, in order to expand the necessary requirements to enter the administrative career. The initiative was proposed by Senator Virgilio Cedano (La Altagracia).

The senators also sanctioned in first reading the bill that creates the Official State Gazette for the Publication of Modified Lawsinitiative of Senator Santiago José Zorrilla.

In the session, the Senate plenary approved several resolutions, among these is the one that asks President Luis Abinader to order that the construction of the Partido-Vaca Gorda highway, in the municipality of Partido, be included in the General State Budget for the year 2023. , province of Dajabón, initiative of senator David Sosa.

Similarly, it was sanctioned resolution that recognizes Dr. Jesús Feris Iglesias for his academic and professional career at the service of the State and for his dedication to pediatric infectology, for the benefit of the health of Dominicans, proposed by Senators Franklin Peña (San Pedro de Macorís); Franklin Romero (Duarte); and Ginnette Bournigal de Jiménez (Puerto Plata).

The Plenary approved the Resolution requesting President Luis Abinader to order that the construction of a diagnostic center in the Municipal District of Cañongo, Dajabón municipality, Dajabón province, be included in the General State Budget for the year 2023, an initiative of Senator David Sosa .

Likewise, they approved the Resolution that recognizes Dr. Eliseo Rondón Sánchez for his professional career and public service, in favor of the health and well-being of Dominicans, a project by Senator Cristóbal Castillo (Hato Mayor).

The senators sanctioned the Resolution that requests the Minister of the Interior and Police, Jesús Vásquez Martínez, to provide a grace in the payment of the fee corresponding to the renewal of licenses for the carrying and possession of expired firearms, proposed by Senator Lenin Valdez (Mount Silver).

During the round of presentations, Senator Dr. Bautista Rojas Gómez (Mirabal Sisters) expressed his concern about the epidemic of cases of patients with chronic kidney failure or diabetic kidney failure, for which he presented a resolution requesting the Superintendency of Health and Occupational Risks (SISALRIL) include tests that detect it in time in the coverage catalog. The resolution was sent to the Senate’s Permanent Commission on Public Health.

Senator Valentin Medrano (Independence) denounced that a foreign capital company is trying to seize agricultural land in El Espartillar to develop a project.
