Senate approved bill to simplify the issuance of university degrees

The Chamber of Senators today approved the project to simplify procedures for the management and obtaining of university degrees, which was presented by Senator Patrick Kemper (Hagamos) and other senators, with the intention that young graduates obtain no more than sixty business days their titles. The bill goes to the Chamber of Deputies.

Once the Law is approved, it will be applied to all administrative procedures necessary for the issuance of undergraduate and/or postgraduate degrees, as well as the registration of titles of all higher education institutions in Paraguay.

For this purpose, the interested parties may use the technological means for the procedures requested before the application bodies.

The process begins with the request for the study certificate, sending the ID by electronic means and the rectors of the Higher Education institutions must coordinate with the Ministry of Education the issuance of the corresponding title already duly legalized and registered in their institution of origin, in addition to register it with the MEC.

The process should not last more than 60 business days for the issuance of the title, legalized and registered, counted from the delivery of all the requirements.

The senator and president of Hagamos, highlighted “the urgent need to give a tool to so many young people who are the ones who finally promote this type of initiative, so that they can finally get as graduates after years of study and effort their long-awaited title in order to that they can have a quick job opportunity, be able to compete for scholarships, apply for public jobs, or continue studying and many other things that could well be highlighted”.

“It is our responsibility to legislate on problems that exist today, which can generate a path towards a more efficient country in terms of any administrative procedure for compatriots, implementing technologies in different levels, to stop using paper, and of course, well mention colleagues that the project itself seeks to be a framework Law, and not a regulatory one, since it does not seek to absolutely violate the principles of autonomy and autarky enjoyed by universities, higher education institutes and others, but rather always leave them that window so that they can adjust through internal resolutions so that they can apply what is provided in the framework of this law,” Kemper asserted.

It should be noted that the project was agreed upon through public hearings and work groups with MEC officials; students, teachers, deans and rectors of public and private universities.
