The federal government’s commitment to facing the problem of public security, the Proposed Amendment to the Constitution (PEC) 18 of 2025 should have his report presented this week to party leaders.
In a post on social media, the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), informed that the PEC rapporteur, deputy Mendonça Filho (União-PE), will present his opinion this Tuesday (2).
That same day, a meeting of leaders should be held to discuss the week’s agenda. According to Motta, the rapporteur’s text is expected to be voted on by the special committee on Thursday (4).
Motta wants to vote on the so-called Public Security PEC in plenary later this year.

PEC 18 of 2025 comes suffering resistance in Parliament and on the part of governors, in particular, against the provision that attributes to the Union the preparation of the national public security plan that must be observed by the states and the Federal District.
At the same time, the PEC is considered timid by experts, who defend deeper reforms in the area of public security in Brazil, despite recognizing that the Executive’s proposal is the first step to changing the current situation.
The proposal establishes that the Union is responsible for developing the national public security policy, “the guidelines of which will be mandatory for federated entities to comply with, after consultation with the National Council for Public Security and Social Defense, made up of representatives from the Union, the States, the Federal District and the municipalities”.

The president of the Senate and the National Congress, Davi Alcolumbre (União-AP), awaits this week the message, from the Executive Branch, of the appointment of the Union’s attorney general, Jorge Messias, to the Federal Supreme Court (STF). The nomination was announced on the 20th and published on Official Gazette of the Union the next day.
Messias’ hearing at the Constitution and Justice Commission (CCJ) is scheduled for the 10th. The president of the CCJ, senator Otto Alencar (PSD-BA), announced that the reading of Messias’ nomination message will take place next Wednesday (3), when it will be granted collective review. Senator Weverton (PDT-MA) will be the rapporteur for the nomination. Voting in plenary can also take place on the 10th.
The Senate could also vote this week on Bill (PL) 5582 of 2025known as PL Antifaction. The text provides for harsher penalties for members of criminal factions and seizure of assets of those being investigated.
By 370 to 110 votes, the Chamber of Deputies approvedon the 18th, the base text of the PL. The deputies accepted the text presented by the rapporteur, deputy Guilherme Derrite (PP-SP), who changed parts of the original proposal sent by the federal government. The rapporteur presented five versions.
