Security and drugs, axes of the agreement with Canada before Trump pressures

Before the challenge of dealing with transnational organized crime and Donald Trump’s pressures to stop the passage of narcotics and migrants in the region, the governments of Mexico and Canada agreed “a bilateral security dialogue in security”, with which they will strengthen the fight against drug trafficking, including fentanyl.

In the Mexico-Canadá 2025-2028 Action Plan, signed by President Claudia Sheinbaum and Prime Minister Mark Carney-in the recent work visit of the Canadian to Mexico-, a central axis is security, where they agreed that they will also reinforce the joint efforts to interrupt the traffic of firearms and illicit goods, the trafficking of people and the money laundering.

The above, from greater cooperation in the application of the law and the exchange of information between the border and security management agencies. The objective, they added, is to deepen joint collaboration and coordination in strategic areas.

This pact is given in the context of the new dynamics in the region, characterized by Donald Trump’s tariff policy and its accusations around its two commercial partners feeding the fentanyl crisis facing the United States.

On Thursday of last week, in the visit of Carney to Mexico, the two governments announced the plan, in which they also expressed their intention to collaborate in the location, persecution and transfer of “priority criminals)”, including extradition processes according to their legal frameworks, each in their territory.

They indicated that within the framework of the North American dialogue on drug policy they will be able to promote initiatives to monitor and share research on synthetic narcotics trends, strengthen public health responses to the demand for enervants and promote the improvement of the traceability of weapons and illicit resources.

Likewise, to improve the exchange of financial intelligence through insurance communication channels to combat the financial flows associated with drug trafficking and organized criminal networks, and seek the recovery of assets, “all within the legal framework of each country and in line with the principles of shared responsibility, mutual confidence, respect for sovereignty and cooperation without subordination.”

Mexico and Canada delineated that the possibility of promoting specialized police training, the strengthening of intelligence and crime investigation units, professional exchanges and the development of joint police practices will be contemplated.

This, “with the objective of consolidating the institutional resilience and the operational effectiveness of their security agencies, promoting cooperation schemes in intelligence and collaboration mechanisms that allow anticipating threats, improving the traceability of illicit flows and guaranteeing timely responses to the transnational crime.”
