Sebastián Piñera points to the inefficient intelligence agencies in his statement before prosecutor Chong

Former President Sebastián Piñera finally testified before the prosecutor Ximena Chong, head of High Complexity in the North Central metropolitan area, for the case in which he was charged with responsibility for crimes against humanity during the social outbreak, while he was the highest authority of the country. In the statement, among different topics, she stated that the intelligence work was insufficient: “There was no prior and accurate information from the intelligence agencies. This is a serious problem.”

In his statement, the former president warned that “a few days before October 18 there was a meeting of the Intelligence Committee (…); I often asked if there was anything additional in terms of public security that the President should know about. There was no answer to that question.” At that moment, he explained that there was a serious problem in the intelligence work, since the information was not timely and, furthermore, it was not accurate regarding what was happening.

This was stated in the reports that reached the former President during the social outbreak. Piñera’s former Defense Minister, Alberto Espina, sent a report to Piñera that assured that the Bolivarian National Intelligence Service (SEBIN), which was supposedly a cell of the G2 (Cuban Intelligence Service), had managed to introduce into Chile ” a battalion of 600 clandestine agents who are experts in urban guerrilla warfare”.

The document claimed that the leader of this faction was Pedro Carvajalino, head of a Chavista organization called Zurda Konducta. A key element that was not included in said report was that Zurda Kondurcta is not the name of a guerrilla organization, but a television program. In addition, he also did not state that Carvajalino was a fanatic youtuber and tweeter of the Government of Nicolás Maduro.

A parallel report to this one, but from the National Intelligence Agency (ANI), clarifies that Pedro Carvajalino does not have a profile to be an intelligence agent, it clarifies that he is not a Venezuelan citizen, but a Colombian citizen and that Carvajalino “It is probably a communication strategy on the part of the Government of Nicolás Maduro to exacerbate its capacities or award actions that are not generated by it”.

However, before prosecutor Chong, Piñera assured that “a criminal organization existed”, in some cases, “such as the simultaneous operation of seven subway stations.” In this vein, the former President would have delivered a “double mission” after declaring a state of emergency. On the one hand, “to protect the Control of Public Order and respect for Human Rights”. With this, “in addition to strengthening compliance with protocols and rules on the use of force (…), it also included the need to initiate administrative proceedings and place the records in the hands of justice.”
