A recent report by Panorama revealed that more than 100 computers acquired for the modernization of the Judiciary They were dismantled at their own headquarters, with processors stolen and replaced, in some cases, by obsolete components.
This criminal act, carried out between January and November 2024, represents a loss of close to half a million soles.
“They have done a very well planned job. It’s not that he went by there and stole, they have planned everything and they have done it,” said César Anderson Ortiz, president of the Association for Citizen Security of Peru on Sunday.
The computers, purchased with a budget of 1.3 million soles in January 2024, remained in warehouses for 11 months before being distributed to the courts. It was when they were turned on in the Superior Court of Lima Este that it was discovered that they did not work.
Processors were removed manually
According to Sunday’s investigations, the processors, considered the “brain” of the computers, were systematically removed while the equipment was in storage.
“The moments in which these robberies occurred have not been recorded by the security cameras, that is, there was allegedly manipulation,” said the current head of the Judiciary Cabinet, Susana Silva.
Despite strict levels of security at the central judicial headquarters in central Lima, the robbery took place in an environment with constant surveillance.
The so-called “change” of processors was also part of the scheme. In 65 computers, the modern processors were replaced with obsolete ones to conceal the theft.
“I wouldn’t be surprised if security is colluding, because that’s what this type of crime does: it buys staff to turn their faces away,” Anderson added.
