The mayor of Bella Union, William Cresserihas revealed shocking information during his appearance before the Departmental Council of Artigas. Cresseri, belonging to the National Party (PN) and to the mayor’s list 2525 Pablo Caramhas made explosive statements about what is known as the alleged “shielding” in favor of Caram, now convicted of corruption.
According to Cresseri, in a meeting in January 2022 with President Luis Lacalle Pou and Álvaro Delgado, the situation between his government and that of Caram was discussed.At that meeting, Cresseri was informed that the decision had been made to “shield” Mayor Caram.
Faced with this disconcerting information, Cresseri requested additional details, being informed that Rodolfo Caramgeneral secretary of the Intendancy at that time, would be in charge of carrying out this “armor”.
Cresseri expressed his concern and said the situation was destined to end badly if things continued on their current course. Later, in his speech, he declared in reference to Pablo Caram that he is a person who “does not deserve to go through what is happening,” emphasizing his support for the now convicted mayor.
In response to these revelations, Cresseri also mentioned that the term “shielding” referred to protecting and caring for the mayor in the sense of guaranteeing adequate and efficient management in the Municipality of Artigas. However, he regretted that the supposed “shielding” had not managed to preserve Caram’s reputation, since both he and others involved were subsequently sentenced.
Following the convictions and the controversy generated, there has been relative silence on the part of some authorities. While Lacalle Pou chose not to make direct statements on the subjectÁlvaro Delgado, a close friend of Caram (whom he has publicly praised) expressed his frustration and questioned the suitability of certain appointments after the convictions.

Before the weekend, Delgado expressed his deep sadness and personal discontent regarding the conviction of the mayor of Artigas, Pablo Caram, his niece and his cousin for irregular practices in the payment of overtime. Delgado considers it inappropriate for former deputy Valentina Dos Santos to assume the position of mayor instead of Caram.
The Artigas Departmental Council requested a legal report to determine the viability of Dos Santos’ assumption of office. Nelton Barreda, from the National Party, told La Diaria that he believes that Dos Santos should not occupy the position of mayor.
The president of the National Party’s Board of Directors, Macarena Rubio, reported that Pablo Caram’s request for his case to be evaluated by the Ethics Committee will be discussed at the next session, with the promise to consider it.
Rubio said that the National Party remains strong in the face of the situation and that, despite not wanting such events to occur, the party’s response was immediate after learning of the sentence.
On the other hand, the senator of Cabildo Abierto, Guido Manini Ríos, described the events in Artigas as “regrettable”, pointing out that it is unacceptable that the management of public funds is carried out in a discretionary manner to the detriment of Uruguayans.
