São Paulo government explains operation of the Climate Change Council

The government of São Paulo detailed, this Wednesday (22), at its headquarters, Palácio dos Bandeirantes, how the State Council on Climate Change should operate. Of a consultative nature, that is, without the power to deliberate, the council will carry out dialogue between state management, municipalities and public universities and the Federation of Industries of the State of São Paulo (Fiesp). The council was already foreseen since the launch of the State Policy on Climate Change (PEMC), established by State Law nº 13,798/2009, in the government of José Serra (2007-2010). The association, however, had its model revised in 2024. At that time, the objective was to achieve decarbonization of at least 20% by 2020.

On the state council, within the subgroup of municipalities, there will be the National Association of Municipalities and the Environment (Anamma) and representatives from the metropolitan regions of São Paulo and Baixada Santista. In total, there will be 18 members, who will aim to monitor the implementation of the State Climate Change Policy.

Coordination will be the responsibility of the Civil House. According to the government, the council will function in a complementary manner to the State Climate Change Policy Management Council, composed only of government representatives, who will have the power to draw up guidelines and make decisions.

The transport and energy sectors are those that most contribute to worsening air quality in the state of São Paulo – Paulo Pinto/Agencia Brasil

The Secretary of Environment, Infrastructure and Logistics of the State of São Paulo, Natália Resende, highlighted that the profile of greenhouse gas emission sources in São Paulo differs from the national profile. In São Paulo, it is observed that the transport sector is the one that most contributes to the worsening of air quality, accounting for 33% of the gases emitted.

In second place comes the energy sector (25%), which is almost equal to agriculture (23%). Waste and effluents are responsible for 10% of the total volume and industry, for 3%. For the secretary, the waste that the population accumulates deserves attention, often because of adequate final disposal, considering that it could be reused. “That’s what we do: look at the chain as a whole”, says Natália.

What will be used as parameters will be two aspects: mitigation actions and adaptation measures. The first block is connected to the Climate Action Plan 2050 (PAC 2050), prepared in partnership with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) and launched in 2022.

Document produced by the government informs that “the set of proposed actions aims to reduce projected emissions for the year 2050 by 79%, from 213 megatonnes of carbon dioxide equivalent (Mt CO2e) in the reference scenario to 45 MtCO2e in the mitigation scenario”. “PAC 2050 projects a 12% reduction in emissions between 2021 and 2030”, he adds.

One of the strategies in this area, briefly mentioned in this Wednesday’s presentation, is Finaclima-SP. Created in 2024, the mechanism works with private resources that can be used to finance mitigation projects and initiatives to maintain biodiversity and ecosystem services, for example.
