President Luis Arce put the new decree with the date of the next census in the freezer and did so while the indefinite strike in Santa Cruz, which requires the survey for 2023, reached the emblematic 21-day mark.
The president of the Civic Committee of Santa Cruz, Rómulo Calvo, announced, in this context, a new council. There will be other measures “in conjunction with the entire population of Santa Cruz,” said the civic leader yesterday afternoon.

Calvo designated Tuesday for that activity, but later, the rector of the Autonomous University Gabriel René Moreno (Uagrm), Vicente Cuéllar, said that the assembly will be Sundaygiven the urgency of resolving the current conflict.

The Interinstitutional Committee had analyzed these scenarios yesterday. He reviewed the report of the last technical table organized by the Government and the National Institute of Statistics (INE) in Trinidad.

“Technically it was shown that the census was possible in 2023”. But, “unfortunately we have spoken against a wall and we have not had the receptivity that we expected,” added Cuéllar.

On this base, the academic authority announced that it will lead a hunger strike to which other members of the University will joinin addition to the technical team that worked on the technical proposal for the INE to readjust the calendar of the next census, whose application was initially set for this year.

As a group from the university we are going to declare a hunger strike this weekendbecause we believe that we can also contribute, from these actions, to sensitize the Government to listen to the voice of a people that is sacrificing itself, asking for the 2023 census,” he said.

On Wednesday, arriving from Trinidad, Cuéllar had already pointed out that it was time for the authorities to sacrifice themselves.

“The people have the word. It is the town that has determined that the census be done in 2023; however, leaders cannot just be watching from the box and they cannot just be watching from the box or circulating in some vehicles. We have to assume our responsibility and sacrifice ourselves for the people”, slipped the rector in Viru Viru, before the meeting he held yesterday with the members of the Interinstitutional Committee, an entity that has been active since April of this year.

The Trinidad technical table was announced after a failed rapprochement between the Government and the institutions that demand the census for next year. Arce announced that after the meeting he was going to set the date of the survey. The technical table, in which 41 delegations from all over the country participated, closed on Tuesday and the presidential announcement was not made until yesterday.

The Vice Minister of Communication, Gabriela Alcón, announced yesterday that “in a few hours” Arce’s decision would be known through a new decree. The norm must replace Decree 4760 with which the census operation was postponed until one day between May and June 2024. José Luis Santistevan, advisor to the Inter-institutional Committee, pointed out that “four months have passed since that decree was approved and the Government continues to prolong the conflict.

The Santa Cruz lawsuit was raised because, with a census in 2024, the results were due in 2025.the year of the next national elections.
With these deadlines, the distribution of resources that the State grants based on the number of inhabitants was going to take time. Also, the allocation of new seats in the Legislative Assembly was in danger of being postponed until 2030, When should the next constitutional period begin?

“But, Santa Cruz’s demand is now being met so that the data arrives as soon as possiblebecause it is also the demand of other regions to have the resources of the co-participation,” said the Deputy Minister of Autonomies, Álvaro Ruiz, who recalled that the Government advanced the delivery of the first results of the survey in October 2024.

Santistevan noted that this offer cannot be finalized yet because “Decree 4760 is still in force.”, as long as the president does not present the norm that will replace him. The authority insisted that “in the next few days” Luis Arce’s decision will be known.

“Time goes by. When Santa Cruz proposed, in the council, that the census be in June 2023 and now, at the technical table, it was proposed that it be in October of that year, despite the mandate of that council, “said Ruiz, regarding the consequences of this delay.

But, while the Interinstitutional Committee met yesterday, waiting for the new decree, The Minister of the Presidency, María Nela Prado, made an extensive statement to the press in which she blamed the leaders of the Santa Cruz institutions for four people who died in the context of the protests. “His hands are stained with blood”, affirmed the authority and declared that it was no longer time to maintain silence in the face of what he considers to be “a civic dictatorship”.

The minister also blamed the leaders of the Interinstitutional Committee for a violation, the investigation of which is being processed in reserve., and 178 people injured during the protests associated with the strike. The authority did not mention the Decree or set a position on the date of the census on which there is expectation not only in Santa Cruz, but in the rest of the national territory.

From the first day we have taken action and we ask all the instances called by law (Police and Prosecutor’s Office) to act quickly so that justice is done and these events never happen again under the slogan of a peaceful civic strike, these situations cannot be normalized, they cannot be made invisible”, he stated.

“Despite this regime of terror that the Santa Cruz Governorate intends to install, the governor (Luis Fernando Camacho), his advisers and some members of the Committee for Santa Cruz, members of this paramilitary group of the Unión Juvenil Cruceñista, I value those who have raised their voices today”, he remarked.

from Sucre, the Prosecutor’s Office issued a statement to investigate all the cases denounceds “without ruling out any hypothesis”.

“They are a troop of liars,” replied Camacho. “There is only one person responsible here and that is the president, who has neither the capacity nor the political will to solve the problems of a region, but who is of benefit to the entire country,” the governor told reporters.

already at night, the doctor Reinerio Vargas, vice-rector of the Uagrm, participated in a massive protest march that traveled, for more than two hours, the Fourth Ring to end up in Villa Primero de Mayo. “If I go to jail, I will go happy because I am fighting for this land that I love. For this land I give everything!”

We need census data, not threats, Madam Minister. You must know where to build a hospital. Centralism made fields where they are not needed; airports that do not serve. With the census data, it will be known where to do the important works and not only in Santa Cruz”, he remarked.

The authority stated that for a year the Government did not respond to requests for information from the University. “We are not politicians, Madam Minister, but now we distrust the Government because it has not understood this demand. You have to have clear data to prevent people from leaving the countryside and coming to the city. The indicators are terrible and they have not realized it because they are not trained and can continue lying, this fight is not going to end with lies, set-ups and prisoners”, the Vice Chancellor pointed out during the rally. In this framework, he promised the support of the entire University to bring proposals to the next council. “We will go with proposals, because we cannot be cowards at this time”sentenced.
