San Lázaro Commission approves calculating fines for parties in UMA

The Governance and Population Commission of the Chamber of Deputies approved yesterday to modify the General Laws of Electoral Institutions and Procedures and the System of Means of Appeal so that fines for political parties are assessed in units of measurement and updating (UMA) and not in minimum wages.

They also endorsed an opinion to issue a new Federal Law to Prevent and Eliminate Discrimination, which strengthens the body in charge of fighting this practice, providing it with the necessary tools to do so.

The approval of the modifications occurred in the absence of the legislators of the National Action Party (PAN), who left the session after unsuccessfully requesting that more time be given to discuss the issue and warning that their arguments would be presented before the plenary session of San Lázaro. when the opinion is analyzed.

Positive proposal

Alejandro Moreno, president of the commission, explained that the project comes from the previous legislature, after highlighting that the opinions cannot be postponed permanently. He stressed that the issue has been discussed for many years and considered that what was presented is positive and strengthens the fight against discrimination.

He explained that the proposal seeks to strengthen the National Council to Prevent Discrimination (Conapred), so that it is the authority responsible for formulating public policy against exclusion and is in charge of promoting mainstreaming between government agencies and entities. federal public.

The opinion proposes promoting the adoption of measures that guarantee substantive equality, the effective exercise of human rights and the fundamental freedoms of people. Likewise, the catalog of discriminatory behaviors is updated and the Conapred complaint procedure is modified.

Regarding the reform proposals in electoral matters, they also come from the previous legislature and their purpose is to de-index the fines to the minimum wage.

Deputy María Elena Limón García (Citizen Movement) asserted that this opinion contributes to having a homologation decreed since 2016, while Lilia Aguilar (Labor Party) explained that with these changes a more economically adequate unit of measure is incorporated. It is positive, he said, but an analysis is needed of the monetary impact that this change will have on the contributions and the fines that will be applied, he emphasized.
