Washington. Russia proposed to the United States a trilateral dialogue with Mexico on irregular border crossings between the two countries, but has not yet received a response from the parties, the Russian consul general in Houston, Alexandr Zakharov, reported. “We have proposed several times to consult with the Immigration and Customs Enforcement Service (of the United States), but they have not responded. Exactly the same proposal was made by the Russian embassy to the Department of Homeland Security.
